Katex inline

Set up Katex to also run on the page in the browser. This will process both blocks and spans fenced with (by default) $$

Because it is quite common to use the dollar sign in normal text I changed the marker for inline katex to $% closed by %$. There is an outstanding ticket for documentation updates.
