For reference, in a computer lab in Tadjikistan where I was giving a workshop, the JupyterLab docker image just would not load. The screen stayed a blank white and nothing happened.

This is interesting. Wonder how easy to implement this.
Can we buy CDN services to speed-up delivery ?
I don't think a CDN will speed up a lot when it's the end user connection bandwidth that is slow.
JupyterLab requires faster internet connect than previous Jupyter notebook interface.
