Most projects are not designed to maximize adoption (rather than, say, contribution), but sometimes the strategic interest around a code library is really that you want people to use your code and the project is geared toward making that happen. There's an archetype in there somewhere if we can think about it a bit and generalize from a few examples.

Places where we want to drive standards strike me as a prime case where "we want you to use our stuff, but we don't care much about contributions".
