Remove all hard-coded information such as radio serial number

Remove hard-coded info and make sure that there's a way to specify the info as a configuration option.

I don't think the GNU Radio block has any hard coded info, but it definitely can be extended to add additional configuration parameters to be passed down. Eventually that functionality can get centralized to the FlexRadio Device (Control?) block.
