Collect parameter descriptions in the model collector script

We should update the collectors to fetch param descriptions of any manufacturer pids. That way we can at least get the simple ones in without waiting for manufacturers to update the site.

Dummy RDM responder enhanced to have a manufacturer PID for testing.

Initial functionality added to ModelCollector, needs reviewing by Simon.

Back end changes on rdm.openlighting.org will still need doing.

Parameter description collection was added in 5353a02 .

The RDM site still needs updating to make use of the data, tracked in OpenLightingProject/rdm-app#253 .
