Use P4A Quality Infrastructure for testing and CI

Is opinionated platform using best of breed tooling(Jenkins, Ansible, Virtualbox, Docker). Developers can uses a VM with shared file access with host (so can use Linux VM and Windows dev tools)

Used by the GPII core architecture team and service available on IDRC servers.

Supports Windows VMs and dev env. (unlike travis which is Ubuntu only)
