[REQ] zapier: add a different predicate to qualify createActions

Is your feature request related to a problem? Please describe.

Right now, actions are considered "createActions" by not being a "searchAction".

Users may have more complex predicates to qualify a new create action rather than "!searchAction".

Describe the solution you'd like

Generate a function called isCreateAction which returns true or false to qualify the createAction. It's default implementation can be "!searchAction" but at least the user can delete this behavior and provide their own.
