[C# 8] Project-level nullability context seems to be ignored

Setting NullableContextOptions in the project file to enable doesn't seem to have any effect -- CS8632 is still being emitted when using nullable annotations.

@rchande @akshita31 Same issue. The only way to get it to work is with the pragma.
