Handle non 200 status codes while retrieving index

If the index location changes or we otherwise can't access the index url, we would expect a non 200 code to be returned. This would not currently be handled elegantly. Should probably ask the user if they'd like to try again and if not, open an issue on github (as I'll probably need to update the index url)
