Describe what change you would like :
The Developer Guide needs translations, so it would be great if the DevGuide could be translated
Spanish is the first choice because of its wide use across countries/continents

Context :
Section: release-es/*

Contact @jgadsden for advice on how to approach this

The plan for DevGuide is to have a new ‘draft-es’ directory under top repo directory
if we have many more translations then we can change this, but for now it will be OK to work from the top directory of the repo. There is an automated github workflow that can be modified to promote ‘draft-es’ to ‘release-es’
