CAS logout return link broken

The URL being provided by the CAS client for Cyder is incorrect. It should be https://cyder.nws.oregonstate.edu, but currently looks like: https://cyder.nws.oregonstate.eduhttp//cyder.nws.oregonstate.edu

I can't find the exact reason the next parameter defaults to the url for the site, and trying to override it with CAS_REDIRECT_URL doesn't work (which means the next value is in fact, set). A hack to make it work for now would be to change the logout URL for the logout button have ?next=/ tacked on to the end.
