The METS schema definition requires a certain ordering of top-level elements (because it uses xsd:sequence to encode the collection):

  • metsHdr
  • dmdSec
  • amdSec
  • fileSec
  • structMap
  • structLink
  • behaviorSec

But our mets-empty.xml has the structMap before dmdSec. So workspaces originally created by OCR-D means (ocrd workspace init etc) will be invalid.
