Unittest/build test command missmatch

Herd unittest and integrate look in the manifest for the test command while circle looks in circle.yml. It is now up to the user to make sure that they are identical to each other in order to maintain herd's promises.

We need the circle build process and the herd unittest process to read from the same spot.
