Bug description

The "License file" section is always displayed on a package upload verification page with empty contents.

Reproduction steps

Steps to reproduce the behavior:

  1. Upload any package without license file (might need license express specified).
  2. See empty "License file" section on the package verification page.

Expected behavior

If there is no license file, there shouldn't be "License file" section.
