Refactor VS Options / Settings Dialog in WPF #10271

Time-boxed effort to investigate and create prototype(s) for changes to the VS Settings dialog. The Epic serves as a guide for customer input.

Prepare any prototype(s) for the next User Study to solicit feedback (particularly for package sources).

The WPF migration is no longer relevant.
#7483 can be considered in Unified Settings
