Can the issue be reproduced?
Yes - Downloaded zip file twice

Issue
the 1.66c manual download from curseforge has all of the files with the wrong slashes. Every file is in the same base folder with names like "config\acronym\base\General.cfg" and "mods\ActuallyAdditions-1.12.2-r148.jar".

The "\" should be "/".
