Objective

Update to support Python 3.12.

Initial Implementation Requirements

  • Enable unit tests for Python 3.12 and validate functionality

Other Considerations

  • Needs setuptools as an explicit dependency (see failing test)
  • Also update unit test GHA to use latest shared actions
