Show current email validation status for registrations in progress, and enable re-validation

When you register a library with a library registry, but have yet to perform all the necessary email address validations, there should be an indicator on the circulation manager of which addresses are validated and which are not. Otherwise it will be a mystery why your library can't go live yet.

We also need a way of re-sending the validation emails. The simplest way to do that is probably to say that you just re-register, and the library registry will re-send validation emails to any addresses that aren't yet validated.
