Is your feature request related to a problem? Please describe.
Currently we use scalastyle to ensure code style, but there is no formatter for codes.

Describe the solution you'd like
Use scalafmt to ensure code format. Scalafmt has great support for IDEs like intelllij, and also buld tools like maven: https://scalameta.org/scalafmt/docs/installation.html#maven.
