The negative hydrometeors in the dynamical core cannot be fixed in the neg_adj3 subroutine by borrowing from other hydrometeor. This issue was noticed in the 3-km RRFS on North America domain for rain and graupel. Proposed solution is to set them to zero if after borrowing they continue to be negative.
