Runs failing with FMS2

It's just my complicated Arctic and Bering domains which fail, not all the simple tests. They fail with:

FATAL from PE    92: open_file: FMS I/O requires a domain input.

I have the same error with OM4 compiled with FMS2 interface. @marshallward says this PR NOAA-GFDL/SIS2#196 could fix it

AFAIK, @kshedstrom confirmed in #196 that this was fixed.
