Improve the ecflow workflow

RRFS ecflow workflow has been tested in both retro and realtime case with jobs report completed in status. Will merge it back to the production/RRFS.v1 package.
This version is in development status. Regular changing and bug fixing is work in progress.

Will bring back more ecflow workflow level update from local changes in the realtime parallel.

@lgannoaa Is this issue complete? It seems like ecflow is in the package. Or maybe we need to retitle it ("Improve the ecflow workflow")?
