Add ensemble support for Globus-to-HPSS archiving

What new functionality do you need?

PR #3240 will enable deterministic support for archiving experiments to HPSS via Globus from MSU machines. This capability should be expanded to include ensemble support.

What are the requirements for the new functionality?

Ensemble COM directories are archived to HPSS from MSU machines within the time limit.

Acceptance Criteria

• Ensembles are archived alongside deterministic components
• Ensemble archiving completes within 8 hours per cycle at C384 (ensemble) resolution for both early (enkfgfs) and late (enkfgdas) cycles
