What new functionality do you need?

With Rocky 8 is default OS on CSPs, and ParallelWorks only support Rocky 8 starting 1/1/2025.
We need to move global-workflow to Rocky 8 and make sure it works before 1/1/2025.

What are the requirements for the new functionality?

Need Rocky 8 supported spack-stack on CSPs, and EPIC's SI team has already got it available on CSPs.

Acceptance Criteria

-[x] global-workflow compile successfully on CSPs, which includes all its components.
-[x] global-workflow test case run succeed on CSPs.

Suggest a solution (optional)

Modify module files to use Rocky 8 supported spack-stack.
