Update WCOSS2 Modules

What new functionality do you need?

Updated modules for all subcomponents to point to the UFS's hpc-stack suite in /apps/test/hpc-stack/i-19.1.3.304__m-8.1.12__h-1.14.0__n-4.9.2__p-2.5.10__e-8.4.2.

What are the requirements for the new functionality?

Version 1.1.2 of the ncdiag library needs to be installed first, then the GSI, GSI-utils, GSI-monitor, UFS_Utils, and GFS-Utils repositories need to be updated to point to the same stack.

I don't know if this could be included in this issue or not, but MET and METplus are not being loaded in module_base.wcoss2.lua. Would getting them loaded be something that could be covered by this issue or a separate one?

This is blocked while waiting for a new installation of ncio built against netcdf-B/4.9.2.

Is this something that can move forward now? I know UFS just went to spack-stack 1.6 on WCOSS.

We could definitely do it now to get all of the modules in sync with the research platforms. What are your thoughts @aerorahul?
