Load a Cmake module on WCOSS2

WCOSS2 compute nodes do not have a cmake command in the search path by default and so a cmake module must be loaded to build the UPP on a compute node. The global workflow is moving to a compute-node build of all submodules and this would be a beneficial update. See NOAA-EMC/global-workflow#3131.
