BPM Compliance checks for n*180 bytes, when it should only be for 7*180 bytes #2

The 2110-20 standard specifies that BPM compliance is only when the video payload is 7*180 (1260) bytes. The dissector will currently incorrectly flag a packet as BPM when it is any multiple of 180 bytes (for example, 1080 or 1440).
