This PR adds logic for supporting the PGI compiler. Since most of the work is done on the gmtb-gfsphysics and gmtb-fv3 side, this PR only changes the fatal error message in CCPP's Cmakelists.txt to a warning that a hack/script is needed for supporting the PGI compiler when compiling the cap objects.
