Update Registry AOSS Auth Layer To Enable Read-only Access to All Registries

💡 Description

Current design only allows read access to a node's individual registry. We must enable referential integrity checks across all registry indexes at once.

Sub-tasks

• As a user, I want to have read-only access to all registry indexes #350
• Update validate-refs per new Registry Architecture validate#1053
• Upgrade validate-refs to work with new AOSS registry validate#621

@tloubrieu-jpl I re-assigned this task from @sjoshi-jpl to you if that is OK? @sjoshi-jpl is working on migrating our JPL-AWS resources to MCP, which is a higher priority, but this is also very important.
