overwrite option does not work on harvest configuration files with <bundles> #111

🐛 Describe the bug

📜 To Reproduce

Steps to reproduce the behavior:

  1. Create a job configuration file with <bundles> to specify the input files
  2. Launch harvest once with this configuration file
  3. Launch harvest a second time with the same configuration file and --overwrite option
  4. The products are skipped by harvest as said in the command report.

🕵️ Expected behavior

We want harvest to re-ingest all the products.
