Add versioning for API codebase

When bugfixes and features are added to this system, we should bump the version of the codebase. It should be clear when looking at a running API, which version of code is being run. Additionally, it should be clear when given a version string, to understand which code runs.

Acceptance criteria:

• Auto-tag codebase when new versions are released
• Be able to view codebase version from API in some way (consider using the version argument)
