As a project admin (maybe as a user?), I want to be able to "merge" observations that are of the same collection. This can currently happen due to project recorders (typically project admins) creating an observation and then the creator of the observation later creating another observation for the same collection. It can also happen with iNat imports.
I think the really right way to do this is to not to change the source observation, but instead to link observations into "observation groups" and then have a way to render them like an Observation, but with the ability to select between the group members for each value. However, that's a pretty significant data structure change that likely has far reaching affects.
