Locations without observations don't get loaded by the location primer endpoint

We should revisit how these get loaded and refreshed to allow people to upload observations to locations with zero observations

The create endpoint could also accept a new location for people who are visiting a location not yet created

Locations without Observations should now be loaded by the Location primer endpoint.

There are still Locations, both with and without Observations, that are not being loaded.
Examples (v1.0.45, iOS):

• Isla de Utila, Islas de la Bahía, Honduras, https://mushroomobserver.org/location/show_location/26240
• Honduras, https://mushroomobserver.org/location/show_location/25293, which has no Observations.

Is most of this problem solved if we just allow manual location entry and remember the added names on this device?

Still need to understand how the locations that are automatically loaded get loaded.
