Local workflows incorrectly identified as PMR workflows

Issue:

Any workflow directory that is version controlled with Git will be identified as a PMR workflow, which leads to errors when the MAP-Client tries to submit changes to the workflow to PMR.

Steps To Reproduce:

1. Create an empty directory and add version control using Git.
2. Select the New -> Workflow menu option from the MAP-Client and select the directory from step 1.
3. Add a workflow step to the workflow.
4. Save the workflow.
