nether portal search radius not working

seems with latest spigot 1.8.3 i can't change the portal search radius. i want it to be small, so that surrounding skyblocks don't have any connected portal problems. i tried using default search radius true and before changing that i had search radius set at 6, neither of them made any more portals in the nether world. what do i need to know about what i'm trying to do before i confirm this is a deffinite issue because, i might just be doing something wrong

I can also so I am having this same issue. I even changed it all the way down to 1 and it made no difference, I tried many other numbers but this number seems to be ignored, and yes using the default is set to false.
