[BUG] Present randomization can make a 3* into a 2*

Describe the bug
Present randomization can make a 3* into a 2*. This WAS intended but as it's now known 2* are a failing grade while 3* is passing, if a rating is 3 it should be a random from 3-4* not 2-4*!

Expected behaviour
3-4* not 2-3*, same goes for a 2* being a random 1-2* instead of 1-3*!
