It is likely that we will need to implement an opt-in cookie banner sooner rather than later.

The goal of this ticket is to investigate the best method for implementation, and research potential future analytics opportunities that may not require cookies or user tracking for analytics:

1. Should we use an out-of-the-box banner solution (such as piggybacking off of Moco or Pocket) or create our own? 
2. What kind of customization would we need to have for the foundation, and how might a banner impact the visual design of the homepage? 
3.  Plausible does not appear to meet our legal standards for use.  Are there any other options to suggest for future use, and if so, what's the cost/LOE of switching to them?

Design-wise, our banner should align as closely as possible to moco's language and banner design to make it as easy as possible for our users to process.

Kristina Shu I believe this ( https://my.onetrust.com/s/article/UUID-2b6cc670-059c-5342-275c-4a7d8da5630e?language=en_US ) is all the info on banner template customization. There’s lots of styling, position, and layout options in their dashboard. There’s also the possibility of custom CSS but there’s always the chance OneTrust changes something and breaks our styles in prod. We’ll have to judge our tolerance to that risk, I would recommend keeping custom CSS to a minimum for that reason.
