Filter widget not working with Scroller widget

Something changed between version 2.15.11 and version 2.16.4 that has caused the Filter widget to stop working with the Scroller widget. This can be seen on the Scroller widget demo page for version 2.16.4. They were working together okay in version 2.15.11.
