Add spectator gamemode

Some user just want to watch the game and not play it, having a spectator mode could be a nice addition.
Else hidding the player that didn't answer could make the voting screen shorter

I prefer the second option as it's easier for players I think (just go and don't play). Also, it's easier for them if they change their mind, they can just… start playing.

I like the idea of hiding players without activity at all during the game, since the beginning.
