Reproduction:

New Chem manufacturer circuits do not heat to desired heat. Setting a global variable in the circuit and setting the variable manually does not work. Heat will occasionally work and max heat out, but will then dro down again.

Tested setup with 3 chem synth circuits, a mixed, and a factory output. Triggered by a radio. Temp falls to 4k or less on output chemical. Tested in the chemical heater.

Temp also visible with science goggle readout and shift+click inspection on buffers.

Was able to correct heating issue with the attached setup.

this was a bug at one point which has been fixed
