Describe the bug
Using the "/setblock" command will spawn a waterlogged runic anvil, instead of a regular one

To Reproduce
Steps to reproduce the behavior:

Run "/setblock ~ ~ ~ mna:runic_anvil"
See error

Expected behavior
Expected a non waterlogged runic anvil to be spawned.

Forge Version: 47.3.0
