Have a fallback repositoryRoot in JSON modpack system

Me and @RyanTheAlmighty were talking about the use of your JSON modpack system in the ATLauncher, and one of the issues was multiple launcher using it with different, so I propose having a fallback repositoryRoot, that launchers can use if they so wish, and retain the ability to change it so launchers can still have the freedom.
