UX/UI - Information for Proposal Consideration: Improve the UI & Describe the Consideration phase & Previous Phase Summary

Requirement: Ensure that the user understands the proposal Consideration Phase and that the navigation is clear. Ensure that the user can view the Proposal Submission Phase Summary.

Implementation:
Provide a brief explainer of what the proposal consideration process is at the top of the proposals list in the description and provide a link to go to the How it Works page that will land in the Consideration Phase FAQs. Ensure that the navigation is clear.
Provide a tab as an entry point for the Proposal Submission Phase Summary.

User Story:

• As a proposal author/community member, I want clear information about what is the proposal consideration phase so that I can understand the reviewer's evaluation.
• As a proposal author/community member, I want clear information about what is the proposal consideration phase so that I can understand how to override the Reviewers decision.
• As a community member, I want to check previous phase results, so that I can create an idea of what proposals have been submitted.
