How to create a global wrapper in v9? #2096

In versions 7.x (and possibly 8.x), it was possible to create a global wrapper by overriding the pageBuilder attribute, which allowed all pages to be wrapped with a widget like the one shown above. How can I achieve the same result in version 9, now that the pageBuilder attribute is inside PageRouteInfo.page?
