policySetDefinitions documentation properties incorrect

Both the ARM template and API documentation for policySetDefinitions state the "policyDefinitionId" property is "The ID of the policy definition or policy set definition". However unless I'm mistaken only policy definitions are supported within a policySetDefinition?
