Monitoring membership deletion

It sometimes happens that memberships are deleted, as in #746.

@shrayshray Let's use this issue to keep track of times when memberships are deleted (and must be manually removed), so we get a sense of how often this happens. This will help inform whether we invest in changes to the scrapers to handle deleted data.
