[RFE] Removing of Deprecated tag to Kill XP

Kill XP is a RAW system within the Total Warfare system so its deprecated tag should be removed.
I also believe the label for suggesting it be disabled be removed, but keeping the warning there. I completely agree with the warning.

I disagree with removing the recommendation and warning. These are written in the context of a standard MekHQ campaign. However I do agree that removing the deprecated label is warranted. I clean forgot this was a RAW system.
