[Issue] Reinforcement Interception happened on a later date than the scenario being reinforced

Brief Description *

I attempted to reinforce a scenario happening on 3065-06-30 and the roll failed resulting in a reinforcement interception scenario happening 2065-07-01.

3. Steps to Reproduce

I haven't confirmed it can be reproduced.
I included the campaign save before and after the reinforcement roll, so it may be reproducible by opening the earlier save and reinforcing until it fails.

The leadership units I picked for the first scenario were also applied to the interception scenario and I'll make a separate issue for it.
