In the "Tactical Skills" view for the Personnel tab, there's a Tactics and Strategy, but not Leadership, eventhough it is (at least in StratCon) an important skill. I guess it could also appear in Admin Skill view.

That's a bug, missing column. Will have a fix opened shortly
