Use long term averaging of wind direction for route planning

Right now the short averaging is used for everything, these data should be only used for winch servo command. The topic /wind_direction_average should be used for route planning.

Now that the heading is better (roll compensation), I think we can use that, if needed and for consistency the averaged wind angle can be relative to the boat instead of north.
